We believe that:

 
Agricultural water exploitation system should be adapted according to the social and economical structure of farmers community of each region
An efficient management should be provided of Agricultural water use
Preparing the ground for participation farmers in all steps of the study, design, construction and management of the water resources development projects
Financial resources should be provided for construction and also for operation maintenance of  irrigation systems
Appropriate incentive should be provide for maintenance and irrigation networks
The ground should be prepared for rational water consumption and enhancement of irrigation efficiencies
The extent of services, management level and financial commitments of the government on irrigation networks should not be such that to refrain participation of farmers.

Management of agricultural eater use

Based on the experimental indices and our own experience, we believe that the operation and management of supply, conveyance, distribution and management of irrigation networks have a tight relation with thus directly  using water. so thatthere should be a strong management relation between water users and their relevant association running the whole system.
